City of Lake Worth Beach Electric Utilities, FMPA and Origis Energy Announce Completion of Whistling Duck Solar Energy Center

New 75 MWac solar facility strengthens Lake Worth Beach’s clean energy portfolio and supports transition from legacy generation

LAKE WORTH BEACH, Florida — The City of Lake Worth Beach Electric Utilities, in partnership with the Florida Municipal Power Agency (FMPA) and Origis Energy, announced the completion of the Whistling Duck Solar Energy Center, a nearly 75 MWac solar facility that will provide clean, renewable power to Lake Worth Beach and three other Florida municipal electric utilities.

Whistling Duck Solar Energy Center is the fourth facility in the Florida Municipal Solar Project (FMSP) and marks the completion of Phase II of the 300 MW initiative. Located in Levy County near Williston, Florida, the project supports FMPA member utilities by delivering affordable, emissions-free energy and long-term price stability.

Through Whistling Duck Solar, Lake Worth Beach Electric Utilities continues to expand its use of renewable energy. Together with the Rice Creek Solar Energy Center, which came online in December 2024, Lake Worth Beach’s participation in the FMPA Municipal Solar Project now totals approximately 34 megawatts of solar capacity.

“The completion of the Whistling Duck Solar Energy Center represents a major milestone for the Lake Worth Beach electric utility and our customers as we modernize our energy portfolio,” said Ed Liberty, Electric Utility Director for the City of Lake Worth Beach. “The timing of these solar additions aligns with the retirement of our aging steam units during 2025 and the retirement of our ownership interest in the Stanton 1 coal unit on December 31, 2025—an FMPA project that reliably served our utility since the 1980s. These projects reflect our commitment to cleaner, more sustainable, and cost-effective power for our community.”

Homestead, Key West, Lake Worth Beach, and Winter Park will each receive power from Whistling Duck Solar. Lake Worth Beach, Homestead, and Winter Park also began receiving solar energy during the launch of Phase II through Rice Creek Solar Energy Center.FMPA serves as the project coordinator, with participating municipal utilities—member-owners of FMPA—purchasing power from the facility. Origis Energy developed, owns, and operates the Whistling Duck Solar Energy Center.

“As Whistling Duck enters commercial operation, Phase II of the Florida Municipal Solar Project is now complete, delivering 300 megawatts of solar energy across 13 communities,” said Jacob Williams, General Manager and CEO of FMPA. “This project strengthens our members’ ability to provide reliable, affordable solar power while supporting long-term energy planning.”

Origis Energy CEO Vikas Anand added, “We are proud to continue our partnership with FMPA and its participating municipal utilities. Whistling Duck Solar achieved commercial operation in December 2025 and builds on the successful completion of the 75 MWac Rice Creek Solar Energy Center in December 2024.
